What works best for me is something called a head sock. It is basically the hood portion of a sweatshirt, but has some special material sandwiched between the layers of acrylic. It is wind proof water resistant and keeps you quite warm. It is longer than just a hood so the bottom can be rolled up to cover half your face while still providing scarf like coverage of your neck and shoulders. Has a couple of drawstrings, too.
