TR3A emission standard in CA

I found the report from when my current car was tested in 1982.
The standard was 
Cruise : 400 ppm HC, 6.5% CO
Idle  : 1200 ppm HC, 8.0% CO

My 59 TR3A (which was later found to have a broken ring and visibly
damaged cylinder wall in #4) was tested at :
Cruise : 160 ppm HC, 6.36% CO, 568 ppm NO
Idle   : 291 ppm HC, 3.65% CO
