issues using Uni-syn air meter

I'm trying to balance the ZS cards on my Stag.  When I put the meter over 
one air in-take, the engine RPM increase.  Putting the air meter on the 
other air in-take has no effect.  What could be causing this to happen?  
Should it happen?  What am I doing wrong?
