Help wanted removing needles from ZS carbs.

One of the grub screws, for the needles, the one inside the air valve/float, 
on my ZS carbs is just turning.  The other is very stiff to turn.  Can the 
needles be removed without the special tool as mentioned in the ROM of the 
Stag, and if so, how?
