Yes, but the low voltage winding can generate a spark across the points
if the gap is narrow enough.  If it does, the high voltage will be
greatly reduced, most likely too low to jump the plug gap.  In fact, the
primary function of the condensor is to keep a spark from jumping the
points as they are opening.
