I think that it's fairly obvious that this piece of machinery has led a wild
and shady life. No doubt the package in question is cocaine or a clever
decoy for the real thing. Before removing it be sure that there are no wires
attached to it, leading to the ignition either. It may be plastique. 

Have the history traced. Imagine the value attached to it if it belonged to
some underworld drug lord.

Do I have to clear up ALL these questions?   ;-)
