Separate the tie rod ends from the steering levers, and try moving
everything independently. The wheels should turn easily (off the ground),
so should the rack.
A local club member recently reported finding that his vertical links were
bent and binding in the new trunnions. Having links that don't match the
trunnions (both changed around CT6350) might do the same thing.
IMO you shouldn't need to rebuild the rack, unless it was damaged in the
R&R. Mis-alignment or binding outside the rack is more likely.
