The thing that I use for all such stuff left behind on paint is PPG
"Acryli-Clean".  It is a solvent that will dissolve tar, wax, pinstripe glue and
other gunk from paint without harming the finish.

Because of its solvent properties, it is also useful for removing undercoating
without having to resort to harsh chemicals.
