65 Spitfire Mk2 - Dash Pad

A friend with a 65 Spitfire Mk2 wishes to replace the pad over the
dashboard.
In order to  the above work does it require an individual to remove the dash
board and all the gages?  Question 2, can the dash pad be removed with just
lifting the  windshield?
Question 3, cost of said item?
