For a TR4A, yes. For earlier cars, probably not. More often than not,
earlier cars were shipped without headlamps, which were installed
stateside by the distributors (using GE or whatever brand they had). It
was not until sometime in 1963-64 that Lucas manufactured an "approved"
sealed beam headlamp unit (I've got this in a S-T USA service bulletin
somewhere).
