You haven't really given us enough information (eg was there a specific
problem with the brakes ?), but it sounds funny to me.  IMO "Too rusty"
is not a reason to either turn drums, or reject them as unserviceable.

There is a legally defined limit for how far you can turn drums, and
most newer cars have such thin drums (to save weight) that by the time
they are worn enough to need turning, they are below the wear limit. 
However, IMO most mechanics would much rather sell you new drums, so
they aren't too careful about seeing if the old drums can be reused ;-)
