Bruce,
Urethane will not go over lacquer....the lacquer must come off. Lacquer is a
"flexable" paint and the Urethane is not. Not compatable.

This may be a naive question, but I know nothing
about paint or body work.......
I found what looks like a nice TR-3 for sale. But
I have a question about the paint. The 1st owner
who started this car's restoration painted it in
lacquer. The 2nd owner who completed the restoration
decided to re-do it in base/clear urethane. The
lacquer paint was sanded, etc., prior to the urethane
paint going on. Is urethane over lacquer going to
be a problem in the long run? Right now the paint
looks very nice. The engine, etc., is still in
lacquer, though.
