TR4 manifolds & seatbelt brackets

2 Questions:

-I now have a "new" exhaust manifold (thanks to another lister) and have
pulled out the broken studs.  Should I chase the threads in the manifold
before installing new studs?  I know enough not to put anti-sieze on the
manifold end of things (and to put LOTS on the other end), but I don't
want to break anything when winding in the new studs.  

-I'm almost ready to install the outer seatbelt brackets (the flange where
the eye is bolted to) - should these be welded to the body or are they
installed loose?  The replacement ones I have (artifacts from Brad's
collection) have evidence of weldment, but that doesn't mean much to me.
I don't really want to weld them on as it will just cause rust later, but
I also don't want to defeat the purpose of having the brackets.
