TR6 Steering rack

I recently had the steering rack off to redo the ball joints, and used new 
rubber bushes under the rack clamps when reassembling. Try as i might I can't 
wrench them down tight enough to prevent lateral movement of the rack when I 
turn the wheel. I've carefully followed instructions in Bentley re location 
of the little plate just above the washers etc. Any ideas? This small 
movement really does make the steering quite sloppy.
