Gotta be a hoax.  Go to http:/thomas.loc.gov and search for word
combinations of "postal", "fee", "internet", "email" etc.  I think you'll
come up dry (you'll get lots of hits but read the hit-count summary
carefully and I think you'll convince yourself that they are all random
hits on just one of the search words).

For all: most list czars frown on off-topic posts.  Is the triumphs list
more permissive?  I'm new here but it's been pretty disciplined so far;
e.g. NOT ONE virus hoax so far (yay!).
