Can one tell if the wiring harness should be replaced just by looking at it?

Sure. If the thing has been butchered with splices, tape, crimp connectors,
duct tape, etc. and has new circuits added for fog lights, stereo equipment,
CB radios, and other assorted junk, trust me, it'll be pretty obvious.
Otherwise, generally speaking, wiring doesn't wear out but you can get
corrosion at the terminal connectors. In that case, you can usually clean up
the terminals with baking soda or other commercial cleaners, or in really bad
cases, cut off the old terminals and solder or crimp on factory style
replacement terminals.
