Thought you would like hear how this turned out.

I talked with John Swauger at TRF and he was very supportive and was
interested in getting to root of the problem.   He sent me a replacement
part free of charge and shipping.

When I got the part it was identical to the one I had installed.   The only
conclusion I can come to is that either I have an dash with different hole
patterns than the rest of the TR4-6 collection or this part has been
off-center for a while and everyone just copes with it.

If you remember I have pictures of TR4s at shows that have the same "too
low and short because it is shifted to the left" problem.

The work plan is to back out the left pad and elongate the dash holes up
and to the right about a 1/4 of an inch.  Grunt work but it will fix the
problem.   I sent the part back to TRF with my conclusions and I paid the
shipping.

Wish I had a better answer but there it is.
