Never had one, but that is an early PCV (Positive Crankcase Ventilation)
system. For a few years, they were required only for cars delivered in
California, and may even have been a dealer installed item. Basically, the
road draft tube was blocked off, and the crankcase vented to the intake so
the blowby and oil fumes would be sucked back into the engine and burned.
It's not real clear in the photo, but I believe there should be a
connection to the intake manifold vacuum too.
The early systems didn't work too well, especially once the engine was worn
enough to produce significant amounts of blowby. The best arrangement is
to have a breather with a separate filter, arranged so that fresh air is
drawn through the engine by the PCV valve and intake vacuum.
