Sorry to bomb the list, who probably don't care about CA DMV.
It appears that Roland's mail server won't accept mail from Earthlink.net 
"Mail refused by dtc.hp.com because 207.217.120.12 is an open relay."

I got the same notice for my Chevy.  I believe $45 is the current minimum, 
although I think mine was as low as $38 in the past.  In your case, any 
overpayment for you would have been soon after 1970, when presumably the 
1970 book value was higher than the depreciated 1964 value.
I believe the depreciation schedule is only about 10 years, so you would 
have hit bottom in 1980 (instead of 1974), and your future fees will not go 
down.

I'm also suspicious, but if you read between the lines, the DMV is trying 
to talk the court out of ordering _them_ to track down all owners.  If they 
can show a good result from this mailing, it makes it more likely the court 
won't order them to do the work.  IMO this makes it believeable.
