Joe...... I recently stripped the interior of my 250. There was definitely
a thin layer of padding under the wheel arch covers. The original padding
had been glued down and when I stripped the cover off, much fuzz was left to
be totally removed before painting the tub. If for no other reason, you'll
get a little less road noise if you put the padding back. Best of luck....
