TR4 Oil Thrower Disc

I've got a question.  I ordered the oil thrower disc for the front of the
crankshaft.  The instructions in the workshop manual and haynes book are a
little unclear for installing it. The disc has a slot cut for a woodruff key,
but there is nothing for it to ride on or hold it in place.  Once I slide it
on and up to the face of the sprocket, and then mount the pulley adapter,
there is nothing to keep it from spinning freely.  Is this right?
