Oh No! Rusted Floorpans.

Helo List,
I recently removed the carpet from my newely purchased TR6 only to discover
surface rust.  There are no holes in the floors yet.  I started to sand the
floors with 60 grit on an orbital sander.  That took off some of the rust
but the floor has thousands of rusty pits below the sanding surface.  My
question is how much of the rust do I need to remove?  I am afraid to sand
down to much as I will sand right through the floors.
