The real reason it's done this way is purely convince.  The rolling dyno
*simulates* actual road loading so things can be adjusted under like road
conditions., in a nice climate controlled garage without having to lug all
the test instruments and equipment around.  Some test's are still done with
equipment strapped to the car, because it's still THE most accurate way to
observe under actual driving conditions, but this is usually restricted to
new car manufactures, tire companies, and road racing organizations, just
to name a few.  For those of us that can't afford a dyno, or don't have
ready access to one, driving and testing is still the best (and
realistically) only way to determine if things are working correctly under
actual driving conditions.
