The standard answer seems to be to bypass the rheostat electrically ( you
will not be dazzled by the lights and you can live wthout the dimmer).  The
rheostats are expensive and difficult to repair apparently, but I have no
idea how difficult or effective cleaning would be.

You can leave the rheostat in place to fill the hole or else remove it and
install something useful instead.
