Yes you can powder coat Aluminum, I tried it this morning. You can powder coat any metal or anything that will conduct electricity for that fact. As for powder coating a frame. I don't see that as a great rust protection. Its pretty easy to miss a spot and you'd have to have a pretty big oven to bake a frame :) A good hard paint is just as durable and easier to deal with.
