Thanks to all for their responses to my questions. The consensus as
follows, for those interested:
1. The felt oil seal should be wetted with motor oil, according to the
manuals. It will spray around the back of the wheel for a while if too
much is used, so wetting rather than soaking may be preferable.
2. End float is best set by feel if no guage is available. For newly
installed bearings, torque the wheel nut down tight to point of binding
and then back off. This sets the bearings and races and compacts the
felt oil seal. Then tighten the nut in until there is no discernable
play in the wheel. Then tighten the nut just enough to get the cotter
pin into the hole. Working back and forth in the "sweet spot" until it
seems just right is also recommended. If new bearings were installed, it
may be advisable to go back and check the play after a few thousand
miles to make sure the felt seal and bearings have not settled down
more.
Again, this seems to be the consensus, though some other views were
expressed.
