It will take a lot of gentle coaxing to get the piston out. The master
cyl. may still be unusable because the piston's stuck in so far- if it's
badly pitted, you can't rebuild it.
You've soaked it in penetrant- tried heat yet? If you fear melting the
alloy, stick it in boiling water (don't burn self), remove, whack with a
piece of wood (or rubber mallet), repeat. It might work.
You might also be able to free the piston of you hold the master in one
hand, and bash it with the other hand (again, with wood or soft hammer, to
avoid marring the alloy)
I had a stuck clutch master cylinder- I eventually had to use the inner
spring to "pogo" the piston out.
