Cleaning the glass is a good tip but another possibility crossed my mind
when I replaced a couple of dead bulbs recently.  They were both very black
on the inside from the deposition of tungsten as the filaments "burned"  New
bulbs led to a significant increase in brightness of the insturments and
noticible side to side difference in illumination where there was one old
bulb near a new one.
