You might want to try a chemical stripper containing either methyl ethyl
ketone (MEK) or methylene chloride.  Both are very aggressive solvents which
will soften most powder coatings eventually.  If the original coating was an
epoxy (not too likely since epoxies aren't weatherable coatings) it will be a
slow process.  However, if the coating is a polyester of one type or another
it will soften fairly quickly.

I don't know what's available in the UK, but if you can find either give it a
try.  Use ONLY in a WELL VENTILATED AREA, BE SURE THERE ARE NO IGNITION
SOURCES IN THE AREA, AND APPLY SPARINGLY - ALL THE USUAL CAUTIONS APPLY!
