Thanks for all the advice. I took the float chamber lid apart for a third time
and upon close inspection discovered sand like grains in the brass pipe that
were clogging the tiny hole were the pin sits. Cleaned the pipe out and VOILA!
It woiks.

TR 3 (1959) Been havin' fuel spouting out of my float chamber lid (vent).
Took
it apart cleaned crud out of the bottom, checked float for punctures (none
apparent-seems to float). Still spouted fuel. Bent Lever to try for more
pressure. Still spouts.
Should I:
1. Replace needle & seat assembly
2. Replace Lever
3. Replace Pin lever pivot
or
4. Replace the entire float chamber lid assembly?
