This is wrong. The 1/4" is the distance from the top of the dashpot
cover (the metal "top" of the carb) to the bottom of the damper (the
plastic screw in thing) WHEN THE DAMPER JUST BEGINS TO CONTACT THE OIL.
If you really filled the camber to within 1/4" of the top, you have put
in too much oil.
Another way to look at it is that the damper is a dipstick into the
chamber. If you let the damper go into the chamber under its own weight,
it should come to rest with about 1/4" between its bottom and the top of
the chamber.
At least that is how it works on the TR6 ZS carbs.
