TR6 Seat belt buzzer

I just installed a late model '74 main wiring harness in an early '74  TR6.
Everything checks out okay with one exception, the seat belt buzzer is
always going even with the key out of the ignition. To ensure that it wasn't
due to an unwanted connection in the seat belt or seats I disconnected the
rear wiring harness from the front and the buzz continues. The rest of the
electronics works fine and when the buzzer is disconnected the harness draws
zero amps with the key off.
If the seat belt lamp is disconnected the wires leading to the buzzer
connector have the following voltages:
White - 12V, Purple - 12V
Disconnected from the battery the following resistance can be measured:
Black - 0.7, White 120 ohms.
I have used a second buzzer to verify the buzzer is not the problem.
The obvious solution is the leave the buzzer disconnected, any other
suggestions?
