Spit timing question.

Hi all-
I have a bit of an unusual ignition timing question for you listers.
I have a '75 1500 Spitfire (FM30644U), that has the lucas 45 D4
distributor in it.
I believe the car had the electronic ignition/distributor at one point
in it's life due to the
drive resistor mounted on the air pump check valve. My question is, how
should I set the timing on this car? The Haynes manual lists timing for
this car at 2 degrees ATDC with the vacuum line connected (1500 to 1976
N. America), this assumes the car has the electronic ignition. The
manual also lists non N. American models at 10 degrees BTDC. I guess I
don't know which timing to use, and if I should leave the vacuum line
connected or not. Any thoughts?

Also, completely unrelated, what it the white stucco-like material on
the front of the timing chain cover? I was degreasing the engine this
weekend, and didn't know if I should scrape the stuff off or not.
