Ugly front TR7 bumber.

I believe my '79 TR7 front bumper has painted over in the past.  Now if
looks as though someone has vandalized it!  I'm looking to try and see if
it's worth my while to try and strip it or if I should just replace it all
together with a used one.

-How do I strip the old paint and refinish my bumper?

-Would it be easier replace the eye sore with a used bumper?

Please advise.
