Dave,
The rheostat is in series with the 12v. supply and the bulbs, so all
you have to do is take the two wires that are connected to it and
connect them together. It doesn't matter if you take them off the
rheostat or not, in fact, you could solder a little piece of wire
between the two terminals of the rheostat, and then all you'd have to
do is snip it later if you want the rheostat back in the circuit.
NOTE! I just wrote this thinking you were referring to the 3, and then
re-read your message and saw you meant the Spit. While it's very
likely the same, watch for input from others on the list to confirm.
If there are indeed only two terminals on the rheostat, or if there
are three but only two are in use, then what I said still applies. If
there's a third and nothing is attached to it, you can just ignore it.

A short time back somebody posted a nice description of how to bypass
the rheostat that controls the level of dimness in the dash lighting.
Of course, now that I want to look into doing that on my Spit, the
