I worked in a mine and the penetrating oil we used had "for industrial use
only" stamped on the labels. I'm always cynical about such things but when
using the stuff, I've almost never broken a bolt that wasn't welded on. The
bolts we needed to get off were often big, rusty and in places where you
would like them to come off easily, to say the least. Therefore, I suggest
trying industrial mechanical supply shops.
