If I'm not mistaken, a set screw has threads the full length, whereas a bolt
is only threaded for part of its length. That's for longer bolts, short bolts
being threaded for their entire length the same as a set screw. There is a
standard for how much of a bolt is threaded, depending on its length, and if
I can find it, I'll post it to you.
