TR4 clutch question

Greetings,

I'm helping a friend spruce up his newly aquired 1963 TR4.  The clutch is
very heavy to push and seems to return slowly as well.  Could this be a sign
of the dreaded swelled rubber seals that I hear so much about caused by the
wrong brake fluid?
