Usually it's plumbed into manifold vacuum, and yes, by
observing the gague (depending on how damped it is) you can
sometimes detect things like sticky valves and vacuum leaks.

I have a vacuum/boost gauge in my Tubbo Shadow, but I refer to
it as the "Entertainment Meter", because it's too heavily
damped to show anything but how wide the throttle plate is
open + how much boost the turbo is chiming in with.  I'd love
to find a Smiths vacuum/boost gauge for my '4, which looks to
be getting a (mostly period) forced induction transplant this
winter...
