In Asheville, our hosts (your club?) had people out on the route in the
middle of the driving tour, in an undisclosed location, and passed out a
sticker that went on the car when the participating car arrived at that
location. Excellent idea. You can do the same thing on the rally. In
Rockford, we used another, similar technique. In either case, the owner you
mentioned above would not have qualified for judging. If the confirmation
for participation had taken place out on the route somewhere, he would have
had to run the rally to qualify.
