lower radiator hose

I have been blowing off the lower radiator hose.  I had the radiator out
over winter and had it fixed and also cleaned up the steel down pipe and
painted it.  The bottom end of the down pipe does not have a raised ridge
around it and is just straight.  This blew the steel tube off the lower hose
and the hose remained on the radiator.  It happened 3 times in the same
amount of miles driven, about 10. 

The radiator cap is a 12-13 lbs. test and leaks a little but holds steady at
10 lbs.  The overflow bottle is not full of water when it blows, leading me
to think there is not that much pressure building up.  I did flush the
system and found no blockage although I found it difficult to flush.  I
thought maybe something crawled in over winter and built a home!

Could the freshly painted steel pipe, without a ridge around it on the end,
be slippery enough to let loose?  I tried to wrap the end with wire and
solder to make a ridge that the hose could grip on but the solder would not
hold.  Maybe I will just glue.  I am just concerned something more serious
is wrong.  Thanks!
