TR3B Steering Control Head Parts Needed

I just bought a TR3B (TCF2222L) and am fixing the turn signals and horn
so I can register it in Connecticut.  Does anyone have a scrap control
head (adjustable) that has parts that are salvagable?

Also, for CT owners, the car does not have seatbelts, though I am
installing harnesses eventually, do I need the belts to pass
inspection??
