Wrong.

If the alternator puts out a voltage well above, say, 14.5V, that is bad.
Have the voltage verified with an external instrument, by all means - but
I'm pretty sure that the regulator has developed an internal short, and
must be replaced.  It *could* also be that the wire from the brushes to
the regulator has a short to ground - that would be easy to spot once
you've got the cover off, and somewhat unlikely. Or it could be a bad (but
not completely open) ground connection to the regulator, but again, pretty
unlikely.
