spit - water valve contol cable adjustment

afternoon ...

i'm having a hard time getting the water valve cable 
adjusted correctly. i cannot get the valve to close.
i've tried starting the adjustment from either end
and the middle but it still won't close properly. 

is there a logical (illogical?) progression for 
performing this adjustment?
