Correct, this indicates the size in inches unlike SU's which use the number
to indicate in 1/8 inch increments over 1 inch (i.e. HS'2' = 1-1/4 inch).
By the way I don't believe that the carb wil bolt to your manifold as the
bolt spacing will be different as well as the bores will not line up. This
is not to say you can't modify the existing manifold to use this carb but I
think you wont find any HP advantage unless you do something with the
exhaust. From my recollection (which can be fuzzy at best) when BL decided
to go with this engine they had to use a rather restrictive exhaust that
actually lowered HP for MG versions.

There are several good Stromberg and SU books. As far as 'advance lines'
the vacuum ports are neither 'advance' or 'retard' ports. That is
detirmined by which way the diaphram on the distributor is set up for. The
take off tubes on your carb are either 'timed' or not. By timed I mean that
some ports are not expesed or uncovered (no vacuum at idle) until after you
crack the throttle. The other non timed ports are always exposed (there is
always vacuum at idle). The timed ports will be on the bottom of the flange
and the non timed ones will be on the top. If you look at the back of the
carb you can see if the hole is 'exposed to the engine' or if you have to
move the butterfly to expose the port, a sure way to tell which one is timed.
