I haven't seen the actual tool, but the TR-250 manual from TRF shows a
picture of S341;  it just looks like a long threaded rod with stamped
steel ends that conform to the shape of the rack mounting clamps.
Good luck finding that one.   I suspect Steve B's pair of bent-nose
vice grips would work as well as any.
I remember using a big C-clamp and a drill bit to locate those clamps,
but now I can't tell you how I got them to stay put long enough to
tighten up the nuts on the bottom plates...dumb luck, maybe.
