Two questions here.
1. bumpers -- I assume here you're referring to the large rubber or
plastic full bumpers used on the last of the Spitfires in the U.S., as
opposed to the older chrome bumpers. These were NOT introduced until
sometime during the 1979 model year. Early 1979s would have chrome
bumpers.

2. year of car -- I don't know exactly when BL/JRT/whomever it was at the
time began building 1979-model cars, but a July date isn't absolutely
absurd. My 1970 GT6+ is one of the first built for that model year
(KC75121L) and the commission number plate has an Aug. 1969 date on it.
