I beleave that Clinton passed a new bill stating that no parts may be
returned to original manufacturing countries, unless you have the new used
steal tax stamp.

Of course you must have registration birthcert, title, passport, and all
appropriate other documents in place befor you can request permission to buy
the new used tax stamp!!!
