The adjustment screw is only a very fine adjustment.  It does hardly
anything.
The main mixture adjustment is set through the top of the dash pot with a
special tool.  This moves the needle up and down.

Make sure your points are gapped for the proper dwel time.  This helped
my TR6 pass emissions
