This is not uncommon, especially if the switch is not exercised regularly.
Working it back and forth (on and off) a few times usually restores
operation.
Sometimes only 2 or 3 of the indicator light begin to flash.  After a few
more
actuations they all start working.

This is strange.  I've never known anything else to cause this problem.
Perhaps working the (switch) connector in & out might help.  It has
quite a few wires / contacts in it I think.

These are the same symptoms I see with the corroded switch/contacts.

1 other possibility I suppose could be the flasher unit.  They are pretty
sensitive to the electrical load imposed on them.  It might be happy with
2 bulbs but 4 is drawing too much current.
